Dear Mr. Prime Minister,
We hereby submit for consideration a package of legal initiatives aimed at creating new protected statuses in the Republic of Armenia for integrated relocants and other persons legally residing in the country for at least six months.
The package includes: (1) draft constitutional amendments; (2) the draft law on temporary citizenship of the Republic of Armenia; (3) a draft law on special citizenship of the Republic of Armenia; (4) proposals for related changes to legislation.
We ask the Government of the Republic of Armenia: a) to accept the package for consideration; b) organize an interdepartmental discussion with the participation of interested bodies; c) assess the possibility of supporting the constitutional and legislative route; d) consider models of temporary citizenship and citizenship as independent projects with a choice of one of them or as a parallel double-circuit package; e) consider creating a working group with the participation of civil society and relevant experts.
We believe that the proposed reform meets the interests of the Republic of Armenia, since it creates a transparent and manageable mechanism for retaining human capital, protects already integrated individuals from legal uncertainty and strengthens the image of Armenia as a legal and humane state.
We would like to draw your attention separately to the request to enshrine at the constitutional level a guarantee of protection against extradition of citizens of the Republic of Armenia, persons with temporary citizenship and persons with special citizenship to any foreign state.
