General map of the reform, order of introduction, general motives, advantages and legal disclaimers.
What's done. Each package is designed as an independent document with goals, motives, advantages, legal logic, design standards, risks, a road map and a list of applications. The documents have been prepared as a working Russian-language version for subsequent Armenian-language legal and technical adaptation.
Packages
Package 02 - Constitutional Package
Amendments to the Constitution, comparative table, non-issuance and road map.
Package 03 – Temporary Citizenship
Draft law, accompanying changes, motives, benefits, risks and administration model.
Package 04 - Citizenship
Citizenship as a status as close as possible to citizenship by rights, and its normative construction.
Package 06 - State Appeals
Formal address, open letter, executive summary, abstract and answers to questions.
